A lot of elements are given directly by Cody but we’ll try to resolve this challenge without the hints he gives.

Solution
We can try to use Google Lens at the beginning of the video but unfortunately there are not enough elements to correctly identify the place:
At 0:33 there is a better view of the beach and the landscape. Using Google Lens again gives us good results:
It seems to be "Half Moon Bay". Let’s investigate further.
We know from the video that he’s next to the road and not far from the port entrance and the parking:
On Google Maps we can try to find these elements:
To confirm that the video was recorded there and to find the exact location, we’ll focus on what’s shown at 0:46:
We see two boxes to park cars (red), a house with a very recognizable architecture (green) and a skatepark (blue).
